Half-Hourly Matching & Licence Exempt Supply: A New Era for Renewable Energy Buyers and Generators

Abstract data visualisation of electricity grid half-hourly settlement

The UK renewable energy sector is undergoing significant transformation through half-hourly matching and Licence Exempt Supply (LES). These developments enable businesses to access traceable clean electricity while creating premium revenue opportunities for generators.

Half-hourly matching represents a departure from traditional annual renewable claims. Rather than allowing businesses to claim renewable power regardless of timing, this approach aligns generation and consumption in 30-minute settlement periods, delivering genuine transparency about when clean energy is actually used.

A critical regulatory milestone occurred with P442's implementation in February 2025. This modification established a formal settlement process for Licence Exempt Supply through the Exempt Supply Notification Agent (ESNA) role. Qualifying generators and consumers can now avoid certain industry levies — including Contracts for Difference, Capacity Market, and legacy renewable charges — when generation and demand successfully align during matching periods.

Market adoption is accelerating, with suppliers including Good Energy, Conrad Energy, SmartestEnergy, and UrbanChain now offering half-hourly matched products. These offerings provide generators enhanced revenue pathways and corporate buyers stronger ESG credentials alongside credible carbon reporting capabilities.

This evolution positions half-hourly matched renewable supply as an increasingly mainstream procurement strategy rather than a specialised niche offering.
